SOLAS Container Gross Mass Verification Requirements

$
0
0

Please be aware of newly adopted SOLAS requirements applicable to laden ocean containers effective from July 1, 2016.

Background

The International Maritime Organization (IMO) has amended the Safety of Life at Sea Convention (SOLAS) requiring shippers to provide the container’s verified gross mass (VGM) to the ocean carrier and port terminal representative before being loaded onto a vessel. All members of the IMO have to adopt these VGM rules either in their original form or with additional requirements in accordance with local/national laws or rules. The new regulation will be effective on July 1, 2016.

Responsibility

The Shipper (listed as shipper in the bill of lading or sea waybill) is responsible for providing the VGM to the carrier in a reasonable time prior to vessel loading.

Gross Weight (Mass) Verification Methods

The weighing must be done in one of two approved ways, called Method 1 and Method 2, on scales calibrated and certified to the national standards of the country where the weight verification is performed.

Method 1: Weigh the packed/laden container

Method 2: Weigh all packages, packaging and dunnage material and add the tare weight of the container

Shipping documents signed either electronically or in hard copy by the shipper on the bill of lading listing the verified gross mass of a laden container must be provided to the ocean carrier by their cut off in order for the container to be loaded aboard a ship. Local and or national laws/rules might require additional data, processes, or documents.

For both Yusen’s FCL & LCL NVOCC services, we rely on our customers and shippers to provide us with accurate VGM details in order to provide to the ocean carrier. The responsibility for providing accurate VGM details is the actual shipper who loaded or arranged loading of container.  Any inaccuracies in VGM details are the responsibility of the actual shipper.

Expected benefits of the new regulation

Shippers: Reduced risks of damage to their cargo.

Carriers: Increased safety for crew and vessel by improved stowage. Time savings by reducing re-stows and avoidance of last minute cancellations.

Terminals: Improved terminal planning and efficiency enabling better productivity.

Deadline to provide VGM

Deadlines are not specified in the regulation. Shipper must submit VGM figures by terminal cut off date specified by the ocean carrier for their use in determining vessel stowage plan.

VGM Tolerance Levels

There is no VGM tolerance or enforcement threshold specified in the regulations but this is under consideration.  Tolerance levels mentioned but not confirmed are between 2-5%.

Regulatory Noncompliance

Laden containers received without required VGM details will not be loaded on the vessel. Governmental entities may apply fines or other penalties on violators for non-compliance with regulations.  Any fines or penalties for non-compliance with VGM regulations are responsibility of actual shipper.

Signatory countries to the IMO are tasked with implementation and enforcement of the new regulations through their national authorities.  Many governments have yet to publish their implementation and enforcement guidelines, and local enforcement may vary by country.

Points our customers need to consider:

Exporters

Importers

  • Process for determining loaded container VGM figure
  • Are there calibrated weighing scales available at cargo loading origin
  • What documentation will be used to provide VGM figures to carriers
  • Who in company is authorized signatory party
  • Begin discussions with suppliers on their process to comply with new regulations
  • Increase booking lead times to allow extra processing time at origin
  • Consider possible routing or mode changes for critical orders post July 1

The above serves as an outline of the new SOLAS VGM requirements and is subject to change. Yusen Logistics takes safety and compliance with all relevant regulations very seriously and we rely on you to assist us in this process.

We will continue to follow up this topic with ocean carriers and other stakeholders across our network to ensure systems and procedures are in place to ensure your shipments move smoothly under the new regulations.

If you have any questions regarding the upcoming SOLAS regulatory changes, please contact your local Yusen Logistics representative for more details.

We value your support and will continue to keep you informed on this important topic.

Yusen Logistics has significantly strengthened its logistics presence in Duisburg; acquiring a new warehouse and expanding its storage capacity by 8,700 m². The total storage capacity of the multi-warehouse site is now 62,000 m².

The expanded Duisburg storage complex is located in the largest inland port in Europe. It has excellent access to major road networks and is in close proximity to a container terminal with rail and inland waterway connections to the ports of Rotterdam and Antwerp.

With the launch of the new warehouse, Yusen is investing in expanding its value-added services and is increasing its focus on the optimal integration of customer value chains – including new areas such as Dangerous Goods. Intelligent automated procedures also ensure the unobstructed flow of goods and information.

The warehouse expansion responds to growing demand within the region due to significant commercial growth which continues to develop positively. In addition to Yusen’s conventional services such as warehousing and X-dock for the B2B sector, the Company is expanding its B2C services and is introducing more value-added services to provide customers with a wider range of solutions.

Furthermore, Yusen has expanded the returns-logistics area and invested in a fully automated sorting machine. The new sorting machine quickly and accurately sorts parcels according to customer, destination and article, improving efficiencies and minimising opportunity for error, which is especially useful for B2C and Reverse Logistics.

The Guadalajara Branch, which opened on August 1, reinforces the company’s rapidly growing presence in Mexico and enables it to add new capability and flexibility and offer more value-added services to customers.

“We see increasing demand for logistics capability in Mexico, particularly in areas like Guadalajara, which has become a critical hub for air freight shipments from Asia,” said Jordan Dewart, President, Yusen Logistics Mexico. “Strategically located, the new branch complements our existing operations in Mexico City, Celaya and at the border in Laredo, TX, and allows us to provide our automotive and other manufacturing customers with just-in-time delivery capability.”

Guadalajara is the largest manufacturing region in Mexico, particularly for the automotive and electronics sectors, and its airport is the second largest air freight terminal after Mexico City. Located 10 minutes from the airport, the branch supports Yusen Logistics’ customers in the automotive, electronic, textile, chemical, mining, furniture and spirits industries.

Capitalizing on Yusen Logistics’ extensive international network, the Guadalajara Branch offers a wide range of air forwarding services, including export and import, customs clearance, insurance, pick-up and inland freight distribution. In addition, a 16,000-square-foot warehouse is co-located at the branch. Available warehouse services include labeling, pick and pack, checkpoint, weighing and measuring, and storage.

The new branch further expands upon Yusen Logistics’ commitment to serve the manufacturing community in Mexico – especially in the automotive industry.

“We have been conducting business in Mexico for almost 20 years and leverage our local market knowledge to provide superior customer service,” said Dewart. “We recently launched an Automotive Logistics division in Celaya, Mexico and are now building a 60,000-square-foot logistics center in nearby Bajio, which will be completed later this year.”
